CPU scaling + hyperthreading

I noticed that the CPU Frequency Scaling monitor --if added twice (one to monitor cpu0, the other to monitor cpu1 via preferences) -- is actually allowing you to assign frequency settings independent of each other.

i.e. I set CPU0 to 800 mHz, and leave cpu1 "on demand". Running programs, I see CPU0 stay constant at 800 mHz, while cpu1's frequency will jump up and down.

Is this actually happening? I assume only one of these controls the real (single core) chip.

What's the best way to control both frequency power options simultaneously?
